Managing seasonal traffic noise in a busy coastal city

Newport is a historic coastal city that draws millions of tourists each summer. With that influx comes a seasonal wave of intentionally loud cars and motorcycles, amplified by older buildings and narrow streets. The city needed a solution that could move with the hotspots, produce clear evidence, and help reduce noise without turning enforcement into an unfair “auto-ticket” machine.

The challenge

Seasonal noise spikes and a city layout that leaves little room 

Traffic noise became a quality-of-life issue, especially in summer. Newport’s colonial buildings often have limited insulation, and the town’s congested layout made fixed, intrusive infrastructure difficult.

Because the problem shifts by season and location, Newport needed a mobile approach to monitor different traffic hotspots, and a process the public could trust.

The approach

Mobile monitoring with human review 

Newport started working with Sorama in late 2022 and launched the project in April 2023. They chose a mobile setup, mounting the system on small trailers that can be moved around the city during peak season.

The operational model also mattered. Instead of automated enforcement, Newport chose a manual review workflow. The system generates easy-to-review footage with localization of the noise source, plus date, time, and measured levels. Certified reviewers, including retired police officers, check each case so the city can focus on vehicles that are intentionally loud, while keeping active officers focused on public safety.

We didn’t want to just catch loud vehicles, but vehicles that were intentionally loud.

The results

Clear proof, better decisions, and program expansion 

The implementation exceeded expectations and received positive feedback from residents. The city gained clearer evidence for violations, and the data helped Newport refine its noise ordinance during the proof-of-concept phase.
